Understanding the California KOHA Mandate (AB 1433)
Under California Assembly Bill 1433 (codified in California Education Code Section 49452.8 as the Kindergarten Oral Health Assessment requirement, or KOHA), all children enrolled in California public schools must present proof of an oral health assessment by May 31st of their kindergarten or first-grade year.
The California legislature established this requirement because untreated dental decay remains the single most common chronic childhood disease in California—five times more prevalent than asthma. According to the California Department of Public Health, children suffering from active toothaches miss an estimated 874,000 school days annually across the state.
Pain from untreated cavities directly impairs a child's concentration in class, speech articulation development, nutritional intake, sleep quality, and foundational reading milestones.
